The Wellbeing Foundation Africa – Founded in 2004, The Wellbeing Foundation Africa (WBFA) was created with the aim of improving health outcomes for women, infants and children whilst working towards the systemic and structural changes in the areas of Water, Sanitation and Hygiene (WASH), Gender Equality and Opportunity (GEO).

Scope of Work

  • We are seeking a highly motivated, results-oriented doctor with strong clinical and programmatic acumen to fill the post of Medical Programs Officer. 
  • The successful candidate will be tasked with the medical management of all external, internal programs for WBFA’s Lagos Office. 
  • A candidate with experience in the international NGO sector would be preferable, but more importantly, the candidate will be someone adept in project management, service delivery, capacity building of WBFA staff and community intervention. Ad hoc medical tasks would also be required of the candidate.

Key Responsibilities

  • The Medical Programs Officer shall be responsible for the supervision and day-to-day management of WBFA Abuja office health activities.
  • Supporting WBFA and donor/partner activities and programs with applied medical knowledge and skills in prevention, diagnosis, and treatment according to national guidelines and protocols
  • Provide on-the-job support to WBFA and facility staff (where programs are ongoing) including training and skills development as needed
  • Together with WBFA Abuja program staff, coordinate with healthcare stakeholders in Lagos State e.g Facility CMD’s, Commissioner of Health, State Primary Health Development Board, Local government authorities, and other actors in the sector whilst maintaining good relations with them.
  • Will oversee the stock management of medicines, medical supplies, and Medical equipment and support the WBFA Lagos and central office as well as partner health facilities to prepare timely requisitions for replenishment based on consumption records.
  • Seek out and nurture quality partnerships with community structures and support staff in coordination of activities with partner agencies.

Staff Management:

  • Monitor and supervise the WBFA staff and midwives under his/her supervision, and ensure that work is done properly and efficiently
  • Routinely monitor staff performance according to their job description and provide written feedback in a timely manner.
  • Develop ongoing education programs for health staff, and conduct trainings and on-the-job training for health staff.
  • Review personnel issues and concerns of health staff and assist in determining and implementing solutions.
  • Determine personnel needs for field-level activities and in coordination with the National Administrator and Human Resources Manager, assist in recruitment of staff.

Grant Management & Reporting:

  • Ensure medical project activities are implemented according to the work-plan and within the allocated budgets.
  • Prepare weekly work-plans with the health teams.
  • Provide recommendations and interventions to correct any identified deviations that affect budget and programmatic adherence.
  • Weekly activity reports writing
  • Supervise and regular review and revise training manuals to maintain consistency with the acceptable protocols.
  • Responsible for validation of program data and timely submission to M&E on weekly basis.
  • Work with M&E team to analyze data on a weekly/monthly basis, feeds information back to the program, and adapts strategies accordingly.
  • Supports the National Administrator and HR manager/M&E officer in monitoring and following up on specific indicators

Coordination and Representation:

  • Collaborate with other relevant sectors such as Reproductive Health, Women Protection & Empowerment, Child Protection and Environmental Health to ensure a holistic WBFA service package is available in response to the needs.
  • Ensures teamwork and professional relationship between the different sectors and government agencies.
  • Works closely and coordinates with WBFA finance, and grant staff to ensure activities are conducted within the timeframe and compliance of the grants.
  • Undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, MoH, donors and community stakeholders.
  • Maintain effective relations with the Ministry of Health and it MDAs
  • Represent WBFA during site visits of external guests and WBFA Lagos office visitors.

Requirements

  • Degree in Medicine and / or Surgery from a recognized institution, with strong Public Health background, Master’s Degree in Public Health is an asset
  • Minimum of 3 years post internship experience in clinical medicine and public health.
  • Experience in supervising health staff at the primary health care level.
  • Have sound understanding of the Nigerian Public health system landscape.
  • Ability to work with communities with diverse cultural and ethnic backgrounds.
  • Proficiency in computer skills, especially in MS Word and Excel.
  • Demonstrated Skills and Competencies: Preferably trained in Basic (and Comprehensive) Emergency Obstetric and Neonatal Care
  • Certificates or Licenses: Must be registered with Nigeria Medical Practitioners
  • High level of integrity and dependability with leadership qualities
  • Highly developed analytical and problem-solving skills
  • Excellent interpersonal and communication skills

Salary
N250,000 / Month.

  • Monitoring and Evaluation Officer

Scope of Work

  • We are seeking a highly motivated, results-oriented individual with strong analytical, professional and creative acumen to fill the Monitoring and Evaluation role. The ideal candidate will have a strong and proven strategic guidance, vision, and management experience.
  • The job role includes the successful monitoring and evaluation of all WBFA programs.
  • This individual also supervises monitoring, evaluation, research, and learning (MERL) of staff and ensures the strategic and functional integration of all MERL activities as well as active collaboration with partner and donors. 
  • The Officer oversees all MERL activities, provides technical direction and support, ensures the accurate reporting of results for program activities and ensures the program aligns with quality standards in line with global standards. 
  • He/She will report to WBFA National Programs Lead and liaise with the Global Office of the Founder-President as required.

Key Responsibilities

  • Contribute to the design and implementation of the WBFA’s monitoring and evaluation system to develop key performance indicators, targets, tools, and appropriate supervises monitoring, evaluation, research, and learning (MERL) responsibilities across WBFA donor grant project.
  • Coordinate any external monitoring and evaluation processes, including drafting evaluation ToR and I implementation plans, in alignment with WBFA policy, output and vision.
  • Develop and disseminate relevant M&E tools, formats and lead the provision of M&E specific technical training
  • Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and data quality audit worthy
  • Ensure appropriate training and supportive supervision of all WBFA staff in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MEL Plan
  • Work closely with partners to establish their joint and coordinated MERL systems, M&E plans, and data quality management
  • Conduct Routine Data Quality Assessments (RDQA) and implement corrective actions to improve data quality and accountability of staff and partners
  • Develop and maintain accurate information in a project database, as well as accurate and timely electronic files.
  • Responsible for the data analysis, writing, and review of the results and learning sections of program reports in collaboration with program staff, before submission to senior management and donor and ensure partners’ compliance with internal data quality requirements and timely submissions for reporting from field staff.
  • Commitment to applied learning and adaptation based on data: Lead the program team on routine reviews and interpretation of data for learning and adaptation; package and disseminate timely findings in a meaningful way, and make suggestions for adaption
  • Perform any other prevention duties as required.

Requirements

  • Bachelor’s Degree in Statistics, Demographics, Public Policy, International Development, Economics, or related field is required. Master’s Degree or advanced certificate in M&E, statistics, economics, or international development is recommended.
  • Minimum of three years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects is required.
  • Demonstrated success in designing, implementing, and operating project M&E systems from project initiation to closeout stages is required.
  • Demonstrated experience in planning and managing various studies, for example, performance evaluations, evaluations, surveys, and/or case studies is required.
  • Demonstrated experience designing and managing multiple disaggregation variables in participant monitoring and database systems, including gender and age, is required.
  • Demonstrated experience in strategic planning and performance measurement, including indicator design, target setting, reporting, database management, and developing M&E and/performance monitoring plans, is required.
  • Demonstrated experience in designing and administering data collection tools, conducting data entry, data cleaning, data processing & analysis, and conducting data quality assessments is required.
  • Demonstrated experience managing and providing ongoing training to M&E field officers and/or sub-awardees is required.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies is required.

Salary
N200,000 / Month
