Job Title: Human Resource Officer

Job Summary
We are looking for a detail-focused and seasoned HR professional to bolster and streamline our human resources operations. The selected candidate will execute HR strategies, uphold labor law compliance, manage workforce planning, and facilitate recruitment, onboarding, and talent development in alignment with operational goals.
Key Responsibilities
- Collaborate with department heads to identify staffing requirements and design effective workforce planning strategies.
- Lead and support the end-to-end recruitment and onboarding process for both technical and non-technical roles.
- Ensure all HR practices comply with labor legislation, HSE regulations, and internal HR policies.
- Maintain accurate HR records, including contracts, job descriptions, and personnel files.
- Assist in deploying performance management tools and appraisal processes.
- Handle employee relations issues such as conflicts, grievances, and disciplinary procedures.

Qualifications and Requirements
- Bachelor’s Degree in Human Resources Management, Industrial/Organizational Psychology, Business Administration, or a related discipline.
- 5–7 years of progressive HR experience, ideally within the oil & gas, energy, or engineering sectors.
- HR certification (e.g., CIPM, SHRM, CIHRM) will be an added advantage.
- Solid understanding of labor laws, HR standards, and HSE practices.
- Strong communication, interpersonal, and negotiation skills.
- Proficient in HRIS platforms and Microsoft Office tools.
- Capable of working efficiently in demanding, fast-paced, and remote environments.
Preferred Attributes
- Familiarity with rotational work setups (e.g., onshore/offshore schedules).
- Experience in managing expatriate personnel and global mobility.
- Knowledge of competency frameworks for technical roles within the oil & gas industry.
- Exposure to ERP platforms (e.g., SAP HCM).

Job Title: Health, Safety & Environment (HSE) Manager

Job Overview
We are seeking an experienced HSE Manager to lead the planning, implementation, and continuous improvement of all Health, Safety, Security, and Environmental (HSSE) programs at the PHRC refinery. This role ensures strict compliance with both local and international HSE regulations and drives a strong safety and environmental culture during the Operations & Maintenance (O&M) phase.
Core Technical Responsibilities
Regulatory Compliance & Risk Management
- Ensure adherence to all applicable HSE legislation at national, regional, and international levels.
- Serve as liaison with regulatory bodies for environmental permits, occupational health clearances, and emergency service coordination.
- Manage internal and external HSE audits, inspections, and ensure timely reporting to authorities.
Process Safety Management (PSM) Implementation
- Oversee systems such as:
- Hot Work Permit systems
- Incident Investigation and Root Cause Analysis (RCA)
- Emergency Response Planning
- Compliance Audits
HAZOP, ENVID, LOPA & PSSR Activities
- Collaborate with operations teams to regularly conduct Hazard and Operability Studies (HAZOPs), Environmental Impact Identifications (ENVIDs), Layers of Protection Analysis (LOPAs), and Pre-Startup Safety Reviews (PSSRs).
Emergency Preparedness & Response
- Direct firefighting and refinery emergency response systems.
- Ensure readiness of firefighting equipment, oil spill kits, evacuation vehicles, and rescue tools.
- Coordinate with external emergency agencies for major incident response.
Occupational Health & Medical Services
- Supervise medical facilities on-site, including occupational health surveillance and emergency care.
- Ensure access to qualified health professionals, ambulances, and Medivac services.
- Maintain full compliance with health and medical emergency regulations.
Environmental Management
- Track emissions, discharges, and key environmental performance indicators (KPIs).
- Advise on environmental permit limits and support mitigation strategies.
- Lead initiatives on waste management, pollution prevention, and spill containment.
HSSE Training & Competence Development
- Identify skill gaps and ensure HSSE staff training aligns with regulatory and operational needs.
- Facilitate safety drills and awareness campaigns across the refinery.
Minimum Qualifications
- Education: B.Sc or M.Sc in Environmental Engineering, Industrial Hygiene, or a related technical field.
- Certification: NEBOSH International Diploma (or equivalent), ISO 45001/14001 Lead Auditor certification.
- Experience: Minimum of 10 years in HSE roles within refineries or oil & gas operations, with at least 5 years in a senior or managerial position.
- Technical Skills: Deep understanding of PSM systems, risk analysis, occupational health frameworks, emergency planning, and HSE compliance standards.

This includes all process units, utilities, offsite systems, tank farms, and jetty operations. The role requires deep technical expertise in refinery systems, asset integrity, process optimization, and regulatory compliance according to Nigerian and international standards.
Core Technical Responsibilities
Refinery Operations & Production Oversight:
- Lead and coordinate activities across all refinery units: CDU, VDU, FCCU, NHU, CRU, KHU, GTU, Merox, LPG units.
- Supervise unit startups, steady-state operations, and shutdowns, adhering to SOPs and licensor instructions.
- Manage production scheduling in line with Employer’s monthly and annual plans.
- Troubleshoot operational issues such as process deviations or FCCU regeneration bottlenecks.
- Optimize unit efficiency by monitoring KPIs including catalyst performance, yield improvement, and heat recovery.
- Supervise blending and product specifications to meet both local and global quality standards (PMS, AGO, LPG, DPK, FO).
