Job description:

IAWT4 is recruiting an Extended Term Consultant with exceptional technical skills and previous operational experience in the road transport sector to be based in the World Bank office in Nigeria. The incumbent will: conduct implementation status reviews, including extensive site visits/monitoring and collaboration with the Federal Project Monitoring Unit (FPMU) and National Project Implementation Unit (SPIU); Prepare and review technical documents Contribute to the preparation of new projects by assisting project team leaders; support ongoing and future technical assistance/ASA initiatives in the sector; and (v) contribute, where appropriate, to potential knowledge projects and activities mapped to other global practices.

More specifically, he/she will:

  • Assist Task Team Leaders in providing implementation support to ongoing operations including the Rural Access and Agriculture Commercialization Project (RAAMP) and the Rural Access and Mobility Project d ‘Imo (Imo RAMP).
  • Contribute to the preparation and supervision of transport projects covering the essential elements of planning, design, procurement, construction, contract management, maintenance and operation, while paying particular attention to issues related to environmental and social safeguards, gender dimensions and opportunities to expand private sector participation in the financing and/or provision of transport infrastructure and services.
  • Contribute to selected analytical studies (ASA activities) or trust funds, in particular on issues related to climate resilience and decarbonization in transport and institutional strengthening of governance and delivery of climate resilient solutions in the transport sector.
  • Keep abreast of the latest developments in the transport sector around the world in relation to the subjects of specialization for this position (rural roads, procurement and construction management).
  • She/He will report thematically to the work team leaders and administratively to the IAWT4 practice lead. Its activities will be defined by the team leaders and the director of the practice and adjusted according to the needs of the company. S/he will also collaborate and work with other global practices and cross-cutting solution areas as appropriate, ensuring appropriate collaboration and partnership between the government, the World Bank Group and other international and bilateral organizations involved. in the transport sector in West Africa. sub-region.

Qualifications and requirements:

  • Master’s degree with 5 years of relevant experience or an equivalent combination of higher education and relevant experience in civil engineering, transport engineering or economics, urban/rural planning or environmental engineering.
  • A minimum of 5 years of proven experience in the transport or construction sector, with a demonstrated ability to work in at least three of the following areas: 1) the road sector, including rural mobility; 2) Private sector participation in the provision of transport services, 3) Mobility/urban planning 3) Supervision of complex construction projects 4) Procurement of large complex construction works and 5) Thorough understanding of the implementation of environmental and social security measures in construction projects. Good knowledge of the possibilities of using new technologies and digital tools in the transport sector’s initiatives and operations will be a plus.
  • Experience of working with cross-sectoral teams, including safety and trust teams, and knowledge of key cross-cutting issues, including environmental and social impacts, gender equality, road safety, climate change and interaction with digital technologies to improve transport sector performance.
  • Professional experience in the FCV context will be a plus.
  • High degree of drive and self-motivation, as well as the ability to work with minimal supervision. Documented practical experience with project development and management will be a strong asset.
  • Knowledge of the challenges facing the transport sector in sub-Saharan Africa will be an asset.
  • Good oral and written communication skills
